Born from Finland's Gambling Revolution

For decades, Veikkaus held a state monopoly on gambling in Finland. Finnish players who wanted more variety turned to offshore operators — technically illegal but widely tolerated. When Finland announced the transition to a multi-licence system, everything changed.
